In the UK this may be different. Any religious group claiming charitable status has to by law allow all and any individual to attend religious services.
If a temple claims charitable status, they have to allow individuals access unless the said individual is known to be a proven trouble maker. The only way out of not allowing individuals to attend is to hold the services in a private home
There was a legal case in the UK where a group of Christians denied non members of the group access to their building. They now allow non members into the church but they have to sit at the back where no one attempts to have any form of verbal contact with them until such times as they are deemed 'worthy' to join the group.
